It has a history, we don't know it since it hasn't been revealed in the books yet, and it kinda lets you ignore one of the fundamental rules of human magic users in the DF, you use black magic, you go nuts. Not exactly low tier.As for the blackstaff, I can't comment on that. If there is no history, it might be a mystic code, rather than an NP. It should at least be backed up by some form of history.
I am amazed by how wrong you are. Answerer strikes anyone using their trump card before they can use it as an A Rank NP, otherwise it's a normal Rank D Phantasm against any non-trump attack. It's pretty much shown to autowin in most situations once Answerer is unleashed.

A: Linkara can use the only spell he ever mastered, and bring something the power it had in its legend, making him a faker on par with Shirou. Since he lacked training, thus incapable of using orthodox magic, he took something and ran with it, even creating a morphing grid to power his morphers. Needless to say, a quick trip to a toy store can make him VERY dangerous. (IE: He buys a life-size replica of Captain America's shield, he casts the spell on it, and it can resist blows from Mjolnir-class weapons)
Territory creation: B+
B+: Caster can create his own house, which doubles as a workshop. The + modifier is that Caster can be aided (for a short time) by a assortment of allies that he had in life. (Poyo (a robot), Nimue (AI), Iron liz, Etc.) But he prefers not to bother them and can only sustain them for so long.

Bravery: A+
A+: He fought, a multiversal conqueror, a high-end assassin, and a Eldritch abomination that devoured other universes. And verbally smacked silent hill in the face. Did I mention that he carries Pyramid head around with him in a small ball?

B+: See above antecedents, if there was a skill to wax words, this man would have it in spades. Also, he talked a manifestation of pain and anger into resting.
Discernment of the poor: B
B: Caster has lived a life dedicate to analyzing and picking apart people and plots, needless to say, he is very hard to fool.
Headache sufferer- Linkara has reviewed a unending stream of comics that SUCK. Needless to say, sometimes he remembers the really, really, bad ones.
Savior of exsistence- ?- (not sure what to do with this one)
Lesser phantasms- (just a term I decided for if something could get true phantasm status, but the servant chose another. Like if Gilgamesh was Saber, he would have many swords as lesser phantasms, and Ea as his true phantasm, make sense?)
Hat- In Caster's home universe, the magic was cast from ones life force, Linkara's hat lets him bypass that little problem, he still gets a little fatigue, but his eyes won't fall out anytime soon.
Morphers- Arguably Caster's most valuable tools, when morphed he gains a boost to his stats, and access to two powerful weapons, the dragon dagger which shoots green lightning, and the sword of the original white ranger, Saba. Also, he gets Protection of arrows. At rank C. Not to mention that any morpher gives him special abilities
Pokeballs- I kid you not, Linkara can capture spirits, familiars, and elementals in them. (Imagine the potential hilarity of him throwing a Master Ball at Gilgamesh)
Blade blaster/ Phaser- Usually used to stun and chase opponents away.
Comicron-1 - Linkara's spaceship. Take that Gilgamesh.

The girl also has a demonic entity at her disposal, the Dolorem . The Dolorem (Latin for grief, pain, misery, suffering) is the personification of the rage of the girl who was sacrificed by her parents to create the Magic Gun. After the Dolorem was brought on and killed the girl's parents, the Dolorem faded away, having no more use. Besides being able to kill cultist armed with mystic codes, the demon also has a reality marble witch imitates Silent Hill, in addition to being a powerful illusionist/memory changer. Almost making Linkara commit suicide by making him think that he was the girl's father, only the intervention of the girl saved him.

Monstrous Strength (A): Increases strength temporarily. An ability only possessed by beastmen and demons. Strength is increased by two ranks. The duration depends on the rank of ‘Monstrous Strength.’
Battle Continuation (A): The ability to keep living beyond what should be death. It allows for battle even on the verge of death, and allows the user to stay alive unless they receive a truly fatal blow.
Noble Phantasm: Zabaniya – Delusional Transformation - (C)
The heart of change. This is the heart of a daeva, and it allows the changing of form at the cost of being forever bound to an eternal evil, and slowly becoming more and more like it. It uses the shapeshifting powers of the user’s new heart to transform the body, and as long as the heart stays intact, the user stays alive. The myriad forms the user can take are only limited by the amount of flesh the user has available, whether his own or another’s, and his imagination. The amount of assassination techniques granted by this new heart is as endless as the user’s possible forms. No matter the target, there is a way to reach and kill it.
This is probably the best servant stat sheet I've seen in a while. No kidding.
Also, he's Ninja Alex Mercer powered by Magic, Worms, and an Ancient Evil.
I like it, but the best? There's very little ... meat to it. After the example of CM3, where skills and Noble Phantasms got much more detailed and interesting explanations, seeing a sheet like this doesn't do it for me. And this actually drops behind lots of the 'original-style' ones because it's got no legend with it. Thematically appropriate for an Assassin, but not doing anything to increase my interest.

The swordhas a number of qualities that helps its wielder achieve its destiny, theprimary quality being that it actually burns evil as the blade cuts into it, alsopreventing the target from regenerating or healing itself, the more evil thetarget, the stronger the blade’s effect. The other quality is that the bladecan never cut an innocent; also, it cannot be turned against its true wielder,as it refuses to cut into them.

As mental pollution increases, what information he learns changes from conscious knowledge to subconscious influence as his mind is too polluted to think coherently anymore.
Noble Phantasm:
Crown of the Ice King (EX) - An ancient Scandinavian crown found by Petrikov, which began his slow transformation into the Ice King. It grants him the ability to conjure ice and control the weather to create snow and cold, on a level comparable to sorcery, whenever he wears it. Unfortunately, the longer and more often he wears it the more his mental facilities degrade as his Mental Pollution rank increases. Eventually, it will lead to great increase in his powers, increasing his Territory Creation rank but degrading his Librarian of Stored Knowledge rank. At higher ranks of Mental Pollution, his hair grows longer and turns white, his skin turns blue, his body temperature drops and his nose and teeth grow long and goblin-like and he gains the ability to fly, greatly increasing his agility. When his Mental Pollution rank reaches A, he no longer recognizes his own identity and has lost most, if not all, coherency and memory of himself or his past though he is no less of a threat. Furthermore, so long as he possesses the crown he needs not fear vanishing from a lack of a Master as the crown sustains his existence, representing the longevity and power the crown grants him as its owner.

Bull Incarnation: Godou gains and immense bonus to his Strength parameter but only to a maximum of how much strength is needed to counter his current opponent.
White Stallion Incarnation: Godou summons a blazing horse with the power of the Sun to incinerate his enemy. It can only be used on those who have committed great sins agaijnst people.
Camel Incarnation: Greatly enhances Godou's leg strength, self-recovery and defense. Can only be used after suffering a certain level of injury.
Boar Incarnation: Summons a Divine Beast in the form of a massive Boar that tramples everyhting in its path. To use it, Godou must be targetting a large structure or enemy. Godou can use the Boar as a mount.
Adolescent Incarnation: Allows Godou to bestow divine protection upon a being who has pledged eternal loyalty to Godou. This is done by kissing the target.
Bird of Prey Incarnation: Grants Godou god-like speed and lightness. Anything he can carry with his hands become light as well. Extended use causes him pain.
Ram Incarnation: Ressurects Godou from the dead and restores any of his injuries as well. The Ram must be activated before he dies and it will take at least two hours to fully recover.
Goat Incarnation: Grants authority over lightning. To use it, there must be people in the location willing to stand by him and be his strength. If used with the Ame no Murakumo no Tsurugi, it grants Godou the power of magnetism.
Warrior Incarnation: Allows Godou to an area filled with countless Golden Swords that have the power to cut through divine Authorities. It can only be used if he has sufficient knowledge on the target.
Ame no Murakumo no Tsurugi [A]: A sword that originally belonged to Susanoo that wields Authority over wind and storm, It has the power to absorb divine powers directed at itself and its master and turns it against the enemy.
I really, really need to index all of this like we've done with the Create-a-Servant thread in GD.

Petrikow did the indexing. And this thread's generally lower quality because it attracts more Servants from fiction instead of myth, and the resultant mess tends to fit neither universe's power-level or creation paradigm.
