In short, Mashin put male Hakuno in HimuTen as Issei's vice-president. He's so much of an EXTRA reference that he never gets direct dialogue. All of his dialogue is delivered through covering the panel with text that blurs the lines between first-person and narration and spoken dialogue, exact how it's presented in EXTRA, which is a touch I like a lot. But this character predates the name Kishinami Hakuno, so at the time of his debut, Mashin just called him Tsunokuma. A couple of years later, Hakuno got their default name, and it certainly wasn't Tsunokuma. Another problem is that Hollow Ataraxia already established that Issei's vice-president was a woman named Kirishima, so these 15 years since Tsunokuma's debut, a lot of fans had been wondering what was up with that. Then began the hoop jumping to make all of that work.
First off, around 2013, Mashin introduced the student council secretary, a classmate of Tsunokuma who is identical to female Hakuno. She was unnamed until the newly-released final volume, but at this point the name Kishinami Hakuno already existed, so pretty much everyone expected this to be her name, since Tsunokuma was already Tsunokuma. That wasn't the case but we'll get there. Another popular theory for years is that she was the Kirishima mentioned in Hollow. This one turned to be correct. Incidentally, at some point years later, Tsunokuma's full name is given as Tsunokuma Hakuno, but Kirishima didn't get a first name.
The Hakunos remained pretty minor characters for a while, until the big card game tournament arc after the Grail War suddenly gave Tsunokuma a lot more focus. A major gimmick of him is that he always appeared half-asleep, but whenever he woke up, he would prove himself absurdly capable for a moment then get back to his default sleepy state. Rin had previously suspected this to be a form of magecraft, but found no concrete indication of it and ended her evaluation there. In the tournament finale, Hishiri took a more detailed look at his weird quirk and determined it was a kind of precognition-based psychic ability that allowed him to predict three of his opponent's next actions (think of Fate/EXTRA gameplay letting you see up to three out of six of any enemy's moves each turn) and that his sleeping bouts are consequence of the burden his ability has on his brain. Her main claim is that Tsunokuma's ability could only be used to its full potential somewhere like a cyberspace where he's not restricted by his physical body.
Another relevant post-Grail War development is the introduction of Rani VI, a new teacher replacing Kuzuki in all of his duties after his "disappearance" during the Grail War. As the name suggests, she's an Atlas homunculus two versions earlier than the Rani VIII featured in EXTRA, since those stories are technically 3 decades apart from each other. Not much to say about Rani VI's pre-finale interactions with the Hakunos.
And I guess that's pretty much all the pre-finale set-up, so let's get to the new content from the final volume. Rani VI takes interest in Tsunokuma's psychic power and offers to take him to Atlas to get medication that will contain the burden to his brain. We get more detail that Tsunokuma's ability is not an inborn power but something he acquired from surviving the Fuyuki Fire (weird choice, I have no idea how that works). Also, Tsunokuma is the name of the family that adopted him after the fire, and his late parents were named Kishinami, making his birth name "Kishinami Hakuno". Anyway, Tsunokuma went to Atlas with Rani, with Ayaka escorting the two to Egypt. On the way, they pass by the Inari Shrine, leading to a random tangent where an unidentified Tamamo tail labels Rani and Ayaka as adulterers and almost kills them, but Rani settles the issue by signing multiple pacts with the spawned Divine Spirit.
Then there's Issei's successor issues. Issei wanted Tsunokuma to be his successor, but that was no longer an option because Tsunokuma decided he was leaving to Egypt with Rani for his medical treatment. Thanks to that, Issei's secretary, here revealed to be named Kirishima, is promoted to vice-president replacing her fellow Hakuno. However, Kirishima openly doesn't want to be the next president, so he can't indicate her without risking rumors that she's a puppet leader, and that makes all of Issei's complaints about his succession issues in Hollow check without Mashin's original takes on the student council dynamics.
