Perhaps, but you'd have though that he'd have at least tried to help her, if he truly cared. After all, he practically told Shirou "you need to stick with your ideal", in direct contradiction to his own experiences. He showed no signs whatsoever that Sakura was anything more than some girl who he had vaguely known once.Sakura was a threat to Rin too.
Then tell me: Does he want Shirou to be a hero or not? Some of his actions say "no", some say "yes".

Actually, most of the Servants are threats to innocent people. Look at the damage from the last Wars, plus the fact that other magi use unsavory methods. The 4th had what was it, dozens of children and others killed, and it was already said the 1st was a massacre.
You'd be overinflating a threat, when the war itself puts people at risk (and caused the incident we are talking about). Why is such a threat not stopped 'til now?
That's actually one of the things I was wondering about Archer. He should know the Grail is no good, so why not BP the Great Grail to dust? Why complete a broken ritual?
Maybe Archer realizes that no one can develop as a person if they don't realize this crucial fact because "Tohsaka's Servant just prevented the ritual from ever happening in this session. Whuzzup with that? Well, we can wait ten more years or so, can't we? Lalalala~"
