Oda has answered that with Luffy doesn't kill because he wants his enemies to live with the knowledge that their dreams have been destroyed. But outside the Starawhats, if a badguy is killed he is dead. We have only recently got pirates attacking other bad guys. actually we got people killed early in the series just not goodguys or by the stawhats.
That and anyone Luffy beats usually has a bounty for them to cash in on.

There are literally two people worth named in the entire manga who died outside of the flashback.
There is literally no reason to believe that Monet died knowing Oda's 17 year old work.

For like 10 years the biggest death outside of flashbacks was of a fucking ship for fucks sake.

I've seen almost every thing from before 2010 and after 2000, 30% of stuff between 1990 and 2000, 50% of stuff between 2010 and 2013, and 10% of stuff between 2014 and 2015 since new anime a shit.
