Probably because the Beasts consider themselves to be bringing salvation to mankind too. Damnation and salvation can be the same thing depending on your point of view, if that "salvation" is forced on the "saved" irrespective of their own wishes. So I wouldn't say Savers and Beasts are opposites, but more like different approaches to a similar concept.

IIRC Kiara is the only explicitly 'Anti-Saver' Beast. She has the Nega Savior skill and Buddha is her natural enemy (because he has no desires)
She's an existence who could have brought salvation to all living things but who in the end only tried to save herself
Huh. I thought all Beasts had Nega-Savior.
They all have Nega skills, but what it opposes is unique.
Goetia is Nega-Summon, and thus immune to all Noble Phantasms(though it never stated why, likely because Servants are summoned entities, which he opposes with his Nega skill).

So about the things that we know servants can do upon being summoned :
-can reject the summoning and make you get something else (might be something similar)
-can choose a body of their own will
-may be summoned with extra items or not
-can merge with people to create a hybrid
with all of those variables. it makes me wonder what goes in the mind of a potential master applying for a summoning, like crossing fingers and hoping for the best

Hans got shota'd because of his association as a children's author, so I wouldn't imagine it's his choice.
Beasts are calamities which bring destruction upon humanity, sure, but you have two things to consider here. First being that Beasts all act out of love for humanity, and so (for the most part) their "destruction of humanity" is technically a salvation of humanity (see Goetia's perfect world plan) as well. Furthermore, while Beasts on a pretty shallow level are just there to be "calamities on humanity", but it's already explicitly been stated that they are "the calamities which humanity is destined to overcome". If Saver represents those who bring salvation to humanity, Beasts do not represent those who end humanity, but those who present major obstacles to humanity.
It really isn't a yin yang opposites deal with these two, and like others pointed out already, Kiara is the only one likened to Savior and with the Nega-Savior skill, and that's because of Kiara's story, not her status as Beast.
