That is if you work under the current assumption that U-Olga is indeed Beast VII and not someone else borrowing Beast VII's saint graph. If U-Olga is someone pretending to be Beast VII, then it existing before Goetia turning Beast and then Goetia noticing the Bleached future makes sense.

I did get the impression that she felt entirely too human in Olympus for someone who was supposedly an "alien consciousness", but I still assumed that meant Beast VII's consciousness was there, only still submerged (cocooning, maybe).
Well, I think it's important then to remember that "Beast VII" isn't a specific being, per se, but a title/role. I also personally don't think it's supposed to be a fake-out because the reveal in Olympus was just too genuine. There was no like "hm could this be...?" and deliberation, Mashu straight up saw it was Beast VII's Saint Graph. In other words, I think looking at it as if she's "stolen" or "borrowed" Beast VII's Saint Graph is not the correct way to do it, because Beast VII isn't some guy running around on the streets just chilling. If she has the Saint Graph for it then she is for all intents and purposes Beast VII. Whether she would have been the first choice for it I don't think matters, since they just kinda fill the void where it appears (like how Fou existed but gave away his energy so it made way for Kavinsky).
A more interesting question is what happens when she takes over ORT's Saint Graph, since doesn't that mean she has to give up her Beast one, or is the Beast one more conceptually linked so she'll be a Beast-Type hybrid?
There is also the Lahmu music, and then you see the entity trying to sync with the new vessel, matching language and so on. If that is just a Beast, I doubt they would need to do that.
My theory is that Olga is Beast VII, but U-Olga is the fusion of the alien lifeform (Specimen E) and Olga due to "alien object falling to Earth" parallel of it and Olga falling into CHALDEAS. Basically the alien is controlling Olga, and to save Olga you need the alien to leave. Perhaps E-kun is OP enough to take control of ORT, leaving Beast VII (Olga) to regain her senses, and she helps Chaldea fight ORT/E-kun in Beast VII saint graph.
