According to wikipedia article about Fragarach, Lugh gave Cu Fragarach at some point. However, I'm not finding any mention of it on Cu's wiki article.

He was researching Dead Apostles and the likes to try to find a way to remove the downsides. That's why after Shirley drinks his experiment and becomes a Dead Apostle he goes "Thanks Shirley for giving more data." instead of "Damn that girl for stealing my vampire potion that I meant to use for myself!".

He did want to become a Dead Apostle, that's why he was researching how to become one. He hadn't fully perfected his method of doing so, which is why Shirley became an unstable Dead Apostle.

As many people have mentioned, if he just wanted to be a vampire, there are several vampires aligned with the Mages Association, and even more mages who are aligned with vampires. Couldn't he... I don't know... ask them?

He had been "honoured" with a Sealing Designation which was why he was hiding on Alimango island. Even if he didn't have this problem, there was no guarantee that he would become a Dead Apostle immediately. The biggest issue would be that the Dead Apostle asked did decide to turn him into a vampire, he would be that Dead Apostle's servant, which no normal mage (and most abnormal mages) would accept as the primary concern of a mage is themselves and their research.

That or make yourself a prime target for a Dead Apostle. I don't think it's that hard, just look for dark alleys.
Now that I think about it, are Dead Apostles even that rare? Not necessarily powerful ones, but the Dead and beyond?
