I think he's already the CEO, it's the only reasonable explanation for why I only get Azoth daggers from the gacha. It's Kotomine's favorite present.

It's counter-intuitive that Azoth Daggers boost health, while EMIYA summon gems boost attack.
I always notice significant lag between when I start a gacha and when the results pop up. I'm completely convinced it's funneling my request straight to Kotomine's PDA so he can personally choose my drops.
