I forgot about the magic patents. Though for some reason I keep thinking of them mostly being magecraft analogues for current technology (blame Zero?).
I guess you're right there has to be some kind of innovation in a professions so inherently stagnated, but Waver doesn't seem like the greatest proponent to use; after all, wasn't he hopelessly wrong about improving circuit quality?
Unless there was a Sealing Designate that actually succeeded and predictably got hunted down.
He wasn't necessarily wrong, he wrote a book that a nobody could become decent-good if he learns to properly work with what he has through a lot of hard work and experience (aka stating the obvious).
But yeah it won't stop someone from having many generations of Circuit build up from being naturally better than him. Heck, they could probably do the same shit Waver wishes to do to use.

Waver was never about improving circuit quality, he was talking about overcoming inborn circuit quality with skill and knowledge.
He wasn't completely bogus about his stuff either.
