In always figured Shirou was 17 going on 18 since FSN takes place at the end of the school year and romanian school sistem usually has12th graders be 18 year olds.
Same with Rin being 17 and turning 18 a few days into FSN.
Second year high school in Japan starts at 16 and ends at 17.
According to Zero mats, Rin's birthday is February 3rd, which means she actually turns 17 during the course of the story.
As far as I'm aware, we don't have a birthday for Shirou. But unless he missed a year of school because of the fire, it is most likely he is 17 (he has to be 16 by April of the previous year to be a second year student), so as long as his birthday is not in February or March he should be 17 by the time of FSN.

Ufotable’s calendars list April 15th as “Shirou Emiya’s birthday” but refuse to specify if this means the day Shirou <family name> was born or the day Shirou <family name> became Shirou Emiya.
Hakuno and Fujimaru’s birthdays are chosen by the player.
Soujuurou’s is April 12th.
Does April 12 hold any specific significance as a date? I've noticed birthdays often seem to reference something, such as say Kiritsugu's birthday referencing the end of WW1, for example.
As for a birthday of April 15, someone told me that would make Shirou almost a year older than Rin or something. How does that work? If anything it sounds like he'd be a month younger than her.

Admitedly without that info it mostly just sounds like "Waifu is not Onee-chan type therefore she cant be older."
In Japan, your school year is based on how old you are at the time the school year starts - ie, the beginning of April.
Thus, the youngest people in each grade have March Birthdays, and the oldest have April birthdays.
If Shirou's birthday is actually April, that would make him 10 months older than Rin (born in February).
This of course assumes that neither of them sat out of school for a year due to the events of the Fourth Grail War. (To get the "everyone is 18" thing to be accurate though, it would have to be two years, so that Sakura had time to turn 18 as well. Which would make her older than Shinji. Which seems absurd, given their relationship in the story.)
