I imagine the lack of scientific ethics, along with the disregard for the scientific process, would be enough to count it out as science. I could flip through Kim Kardashian's instagram for 2 hours and 36 minutes, in order to ascertain how many bajillion dollars I would like to earn more than her. That could count as research. That does not count for the scientific process.

Lack of ethics does not make something not a science, and yes i know of unethical shit like unit 731 and such that was more sadism than producing any scientific results.

Isn't the only difference between what's considered supernatural and what's scientific is that you have the documented and peer reviewed foundations in science, while the systems inherent to the supernatural aren't all known?
At the end of the day, magi behave like researchers, so wouldn't that be a science? Or are we speaking purely in universe on what's science and what's supernatural for the conversation, as in mystery vs. science.

Isn't a big difference that thatumaturgy can outright ignore physics, while science can't?

I remember reading a description of magecraft back in the day that summarised basically said "Magic can achieve anything science can irrespective of time or resources." So while a scientist might be able to build a big ass laser to burn a hole through steel, it will ultimately take time, effort and material resources/money to complete. Whereas a mage that knows the right spell can cast "Granpa's Old Fashioned Face Melter" just by reciting a couple of words.

Frankly, I have sometimes found it odd that mages would scorn technology when it can be used to help save their reserves or not waste Ether on something small.

Isnt the magic must defeat magic idea your quoting is from fucking jackie chan adventures, and wasnt the logic of it usually like shit could cause massive imbalances which would allow other things to rise? or that was part of it as i recall uncle got mad at shendu being dealt with tin the way they did allowing the other demons to appear

As much as I think Alf Layla wa-Layla is a cool NP I wish they hadn't just shoved all of the Arabian Nights into it because it means we're unlikely to ever see figures like Ali Baba or Sinbad as Servants, and I think cool stuff could have been done with them.

Technically I guess there's nothing stopping it in the same way there's nothing stopping Ionioi Hetairoi or Rounds of Lionheart characters from being more fleshed out, but I do think it makes it much more unlikely.
