I mean, with no manga chapters or anime episodes, (beyond a signle OVA, which I doubt that'll sell much with how pissed off people are because they had the GENIUS idea of not making the girls the OVA's focus even when the manga is on hiatus and the anime's last material (a while ago already at that) was OUTS which had no screentime for the girls. People came and stayed because they like the main cast, and of course you'll piss them off if they're suddenly irrelevant in favour of people getting plenty of screentime elsewhere. PP sounds like a good idea if it was a bonus to a season with plenty of screentime for the girls, but as the only continuation of the anime after OUTS while the manga is on hiatus? No. Poor timing), the only Prisma thing that keeps making money is merch

EDIT: I'm halfway through watching the OVA and it may actually have the best running gag in the entirety of Prisma Illya.
When you think of the possible Assassin Shinji jokes they could've picked from Oath Under Snow, you don't really think they'd so boldly use that one this much lmao.
The Prisma Illya comedy continues to be golden.

Not just this Tokiomi scene, they recreate a lot of scenes in this OVA to unbelievably hilarious levels.
I mean, just a few seconds in and they recreated Iri's "This man is dangerous. I can't let this man near Kiritsugu" before having her, with a completely worried and serious face, challenge him by eating one of his Mapo Ramen dishes.

In regards to the merch directed to lolicons, Prisma fills a role that the franchise always had. There isn't anything that will change in that regard. Nasu isn't against lolicon, nor is Takeuchi, and as we see with Grand Order it's something that's accepted in the series. Again, this isn't going to change, so might as well make a good series while filling in this niche that was always there, so other series in the franchise don't have to as much.
In regards to the OVA being possibly a bad marketing decision in the wake of the series status, from what I've seen the OVA seems fine. A fun and cute collection of skits with the characters, including ones that have been neglected from the current arc by story limitations. It's Prisma without the lewd, so it's more approachable.
Although why you'd watch this and not the rest of the series I would question, same went for the Oath Under Snow movie where that did bring in a decent ammount of fans who wouldn't go onto the series proper afterwards, which, as someone who enjoys the series for its merits in story telling and characters, I don't know if I look at too favorably...
At the same time it is departing from that niche Prisma fills, so I can't blame them for going all in for the pre-order bonuses. Same as I can't blame anyone feeling kind of put off by the series living off this.
However... I would suggest taking a look at the franchise as a whole and doing some reflection, if that's your issue.

Not really an issue of morality, per se (although tapping the lolicon crowd is going pretty low, however lucrative it may be) as much as quality. With the manga on hiatus since April and a very unstable schedule for almost a year prior to that, is this really the kind of content they should be putting out to keep the franchise fresh in the minds of people? Is this, after all, what Prisma Illya is about?
(That's a rhetorical question, btw, same as the last one.)

Again, stop watching anime if you want to be holier than thou, because the treatment of anime staff (poor conditions, little pay, overwork) that is generalized is actually a wrong and far more damgaing than Prisma's merch.

It's not a low to go after the lolicon crowd. It's as fine as going after fans of big tits or giant robots. Or are visual novels like Maggot Baits wrong because of their focus on heavy guro (which is also a gross extreme fetish)?. You don't have to like it, but it's not inherently wrong or "low". It's just going after a certain fanbase. And a lot of Prisma fans and the author himself are part of said crowd and enjoy said merch, even if Prisma has more to offer.

And I'd argue that Type Moon and Fate, while exploring very human stories and themes, are not necessarily "right", nor do they aim to be. Or does the focus on witchcraft and reviving humans to be slaves in war give you a different impression?
Yes. Prisma from its origin has been made with lolicons in mind, as a spinoff for Fate's original loli character and her popularity at the time. It's a labour of love for the franchise, the character, and the magical girl genre from Hiroyama, but you'd be silly to ignore that it doesn't live off the lolicon demographic when it's always been catering to it, to the point the franchise nowadays has even more fans who are only drawn in by the lolicon focus due to the anime.
Whether this is a good thing I'm not debating, but it's pointless to argue whether it's a good thing when that's what it always has been. And again, Type Moon doesn't have an issue with this, because it's a niche that has always been in the franchise.
What you think and feel about it only affects you, your complaining won't change a factor that's been in the franchise since Len's H-scenes in Kagetsu Touhya.
