Well, for the sake of nostalgia I rewatched the Ciel route (too lazy for the game). First off, at least I'm sure now of Ciel's age.
She definitely IS 24 years old. Ciel explicitly said that she was possessed 8 years ago at the age of 16.
16+8 = 24
No more mystery around her age. Seriously...looking back I can't even understand how I and others missed that.
Second, DA-Shiki is a supersonic fighter. I know it belongs to power level debates but still interesting.
His "feat" was not quite as awesome as you think though. Arcueid casually blitzed him and he coughed up blood as he noticed he was hit very badly. The point is:
He did it all BEFORE Shiki could even hear the sound of Arcueid slicing him.
It goes without question that Ciel was faster than him. For example she overrun Shiki while the later had 10 meters of headstart. Suddenly Ciel matching up casual bullet-timing vampires and taking up a defensive fight against Servants sounds justified.

But Shiki himself stated that his speed was as fast as Ciel's. There shouldn't be all that much of a difference between them. Also, I am not sure the fact that Shiki (even in DA mode) couldn't match unrestricted!Arcueid in speed is a good measurement of his abilities. I wouldn't be surprised in the slightest if even a Servant would be unable to see/predict her movements, since when unrestricted she is not limited to just + 1 above her enemy, she can even be + 10 or more. Yet he still managed to kill her power source, slash her chest and cut off her arm.

It's been pretty clear that Sensa (flash sheath) skill allows Shiki to temporally even surpass Arcueid speed with his swings. Remember when he chopped Arc to 17 pieces? The scene is often called PIS, but to think about it without inventing some BS reason it only makes sense if the attack was indeed super fast and faster than Arcueid can react. Slashing someone from surprise is one thing...but 17 times?
Although I'm not sure Arcueid was really unrestricted and exactly how much of her power was at her disposal. I mean at the finale of Ciel's True End.
Anyways, reacting and moving before you actually hear the sound is what is an obvious showing of supersonic speed.
Well, even young a DA can casually dodge high caliber bullets after they were fired. So Shiki who merged with a former DAA should be supersonic even by powerscaling.
I'll say it before Dartz does. That was because Arcueid wasn't expecting Shiki, a normal human, to be able to kill her. If she had been wary of him he'd never have gotten the chance.

True but Arcueid was also more serious there so it equals the feat.
Like I said I don't know how much power Arc had at Ciel's True End. Also I think she still held back considerably. Otherwise Shiki would've just immediately ended up as meat paste.
We don't know how Shiki's DA power compares to full Arc, or if he's on Servant-level. Considering he'd need the speed of four Servants put together to fight a non-holding back Arcueid who is still restricting her bloodlust... Yeah, it's possible she was holding back.

Not the speed of four Servants, the power. Nasu was referring to destructive power. If it was the speed of four Servants, he wouldn't have said that two Servants might be able to defeat her if they came at her from opposite sides.

No, it's the stats of 4 Servants, against a normal Servant she gets the stats of two. Also, when Nasu answered that he was referring to normal Arc (i.e non Warc or crazy Arc), and normal Arc's can only gain a certain amount of power based on single entity ability. Therefore, if she fights against two Servants, even if she has the stats of two, then they have a chance because she will only get an amount of power based on one of those Servants.
If we are talking about Warc, when she is crazy, or inside the millenium castle, then the world doesn't restrict her power, and she can be as strong as her opponent + 10 or + 15.
Shiki is able to track and dodge bullet speed attack. Half DA Shiki got big boost in speed and reflex and yet he couldn't even react to Arcueids attack, so she must have move extremely fastMy heart beats even faster.

Yes, I think I said this before, but it's implied that she was merely waming up. Also, even at that speed she is still equal or faster than Rider's Noble Phantasm. Being able to attack at or dash at supersonic speed is not exactly the same as running at supersonic speed.
But you shouldn't count the 3 years she stayed dead, getting 21
Well, I think it was a gradual process as she slowly pulled herself together. I doubt they found Ciel intact after what Arcueid did to her.
Also if we take physical development she was still 16. Not 21.
