As many as Nasu decides he needs for story purposes?

Kuzuki was let go after he completed the one assassination he was trained for.

Psh... man got hit by a nuke and lived. Your puny assassin techniques ain't gonna do squat against him. The man has more plot armor than the combined Star Wars cast on the Millennium Falcon.

Also, they let him go after 1 assassination? Seriously? What kind of messed up employment rate do these guys have?

It's basically an orphanage with an assassination contract.

Hmmm... so maybe Kuzuki has connections with the Drell, and the owners of this assassin orphanage are the Hanar...

Training facility, or "house" as Kuzuki calls it, is a 10-square-meter bloc of forest located in the mountains. The actual building of the people making use of them is separated from the forest and pure white, unlike the rumors going around of it being a hell populated by Oni. Another separate building is used for disposal purposes. Children are given some degree of education in the event that outsiders may stumble onto them. Kuzuki Souichirou was a "product" of this organization. What makes this organization different from others is that their products are meant to be one-use disposable goods. The assassin is expected to kill himself after completing the mission. Those children who had their doubts about their training "disappeared". Defective products taken apart while still alive because they didn't do as they were told, examples made of those that embarrassed the adults and have their brains moved into animals, water tanks stuffed with children to serve as a diversion. The people in charge value money; a killer they invested 20,000,000 yen (the amount spent on raising and training Kuzuki) on is expected to do a 20,000,000 yen job and then drop dead. No matter how gifted the product might be, they don't care. Mass production at its worst.
There we have it. I'm especially fond of the last line there.

These people really need to learn the term "sustainable resources." This isn't a damn John Woo film. You don't have to throw away your (assassin) weapon after one use. Even a mustache twirling villain... rawg! Stupid organization. Why don't you just burn down your house after sleeping in it for a day.

    The people in charge value money;

Hahaha, oh wow. I think Nasu wanted to try his hand at writing a dark n' edgy assassin organization, but then he derped hard.

I'm really surprised that the training for Kuzuki cost a whole 20 million yen. I mean, really? They must be feeding them upper-class meals and importing fancy yoga instructors or something.

20 million yen is nothing. It translates to about 200 thousand US dollars which is less than even the training costs of your average SEAL. The fact that they can create a killing machine that can take out a servant for that much money is amazing. The fact that they throw out these killing machines after one use is unbelievable. The fact that people don't comment on this more is plain amusing.

A quarter of a million dollars to raise a child as an elite assassin? Doesn't seem too bad. Some people end up owing that much just for college.

Seems like a lot to me... for a place out in the woods. They'd have no rent (which is usually one of the biggest expenses for most organizations), perhaps wages for trainers and then costs getting the kids to the place... food wouldn't need to be much, not for a single person over maybe 18 or so years of their life.

I'd give a more sensible cost, per person, at maybe half of the given price range, if that.

I guess it costs so much because they forgot to hire accountants and people who can actually handle money with a bit of sense. Stupid Japanese hermits. Kouma would be disappointed.

You haven't handled much money or tried to have anything to do with raising or teaching kids... Have you...

It costs a lot of money to go around putting kids' brains in animals with mundane, non-magecraft technology just to prove a point, too.

So they're not Magi? 'Cause, I'm no neurologist but as far as I know, putting human brains into non-human things sounds kinda...

I still say they need an accountant. And they need to stop being a terrible assassin organization that can hardly make any money in the first place.

Considering that they're in the woods and smuggle in kids, I'm not guessing they're treating them all too well. They'd probably be spending as little money as they could, and I doubt that's reach 200k overall. They're not raising kids; they are raising assassins.

Yeah it all doesn't sound very efficient.

    They should switch to in-breeding.

They probably have an accountant, which is why the kids have the price tags they do. "Please ignore the exorbitantly lavish white house where we trainers live. It's, uh... full of demons. Yeah. We need all those plasma flatscreens to keep them occupied."
