Romance is the plan, how front and center is to your taste. Any route/ending is fine for the both of them.
Okay, I have a dare that I think Mike would be willing to write...
Sakura summons a different Servant, namely a Caster class (can be any Caster you want it to be, even a crossover one, to be honest). Shinji tries to nab the Servant but gets his crotch removed forcibly before anything bad can happen (and so on and so forth... details up to Mike).
Of course, repercussions of the Master of this time's Rider need to be known, so...

Well, I'm not happy about his treatment of Sakura, at all, but I don't go in for gratuitous Shinji-bashing, to be honest. I'm not going to cry over it if it happens, but I don't tend to go out of my way to do it. Zouken, yeah, sure, because he's an irredeemable monster, but Shinji, for all his assholery, is only a 16-year-old boy who was raised extremely poorly. That doesn't justify his actions, but it does make him at least potentially salvageable.
If castrating him makes sense, then I'd do it, but I wouldn't want to shove it in there for the sake of it (particularly since it restricts who could be Caster to someone who would be inclined to do such a thing, which is not necessarily in Sakura's interests).
Well, yeah, that's kind-of the idea. I need to think about whether I can write this first, though, especially as a one-shot....

Arcueid continued ranting: “In fact, I bet you’re only attracted to me because of my blonde hair and ahoge reminds you of a certain someone!”
Gilgamesh winced again. “Look, if you couldn’t earn my respect, I wouldn’t be standing here with you.”
The couple stopped, contemplating how they got here. About a week ago, they were trying to get over their respective love interests and so visited Okinawa Island... As Zelretch once said, strangeness attracts strangeness, and they met.
After a few drinks, jostling, some leering from Gil, and Arcueid negatively comparing Gilgamesh to Shiki, they lost their tempers. The two decimated a significant portion of the island in mortal combat. At the end of it, both of them were tired, hot, sweaty, and utterly horny.
Their coupling was less lovemaking and more of a competition. A contest Gilgamesh was surprised to have lost.
Every woman he had desired before (other than Saber, he grimly reminded himself) he had managed to conquer. Conquer utterly, leaving them completely wrung out, yet wanting more, and completely submissive to his desires. Broken before his hyper-weapon.
Arcueid, on the other hand, simply laughed after the 16th round... and the 42nd… and promptly laughed again after Gilgamesh couldn’t get it up after the 107th round. They both needed an unheard of 3 days to recover, but the friction burns healed pretty nicely now. And now that his head was clear, he wondered if some of the more… esoteric toys within the Gates of Babylon would be able to change the outcome of a possible future contest… In fact, there was one he was saving for Saber… but a King cannot lose! Not even to a Princess!
Arcueid laughed, kissing him lightly on the lips before pulling on his arm. “You’ve got that look on your face, Gil. Still not over your first defeat?”
Smiling, Gilgamesh pulled her closer before whispering into her ear: “I think it’s time for a rematch!”
