Fate/stay night is literally about mages fighting each other and a mage ritual going wrong. Fate is all about mages. Tsukihime had like what, two mages in the original, Kagetsu Tohya and Melty Blood? It's the one sparse on mage stuff overall.

The closest thing I can recall to Jouji retiring is him lamenting how HF3 will probably be his last time voicing Kirei. But that's not retiring.
At the least he retweeted the announcement, but I suppose since hes so involved in the fanbase i suppose that doesnt really mean much.
Anyway there's no way he won't be in. It's a TM product, it's like a rule that Jouji needs to voice a villain.
I definitely expect Jouji to be in it in some fashion or another, whether as Nrvnqsr or someone else.
On a different note, given the start of the trailer with (presumed) Kid!Shiki, I wonder if we'll get an expansion on Shiki's past - maybe actually see Kiri and Makihisa properly. :O
