I think reading is a more complex matter when consuming VNs than the media you're using. Why I think that? Just download FSN for android, Fate route is free. That thing is wonders, may be not as good as in PC, but is MILLIONS times better than FGO and most mobile games.
You have the wide screen mode, half CG half text (GBF) mode, save system is better, history is better, etc
I mean, it is completely possible to do VNs EASILY on any medium, android and iOS would be no exception. Maybe even a scientific calculator could run a port of Tsukihime.

it's been on my mind for a while but, FGO as a VN is really shitty. Seriously, Stay Night's static image animations, *clang* *clang* *clang* sounds, and screen covering text general storytelling more exciting than just a few lines and vectors moving. I guess over the years the VN aspect of FGO was getting better as in Lostbelts with more general scene images but fuck me... If this is what gacha and LN are replacing then visual storytelling future is just sad.

I mean, wasn't Mahoyo also TM's last real VN? Saying it "peaked" with Mahoyo implies it was never as good again, which, well... is only true because there was nothing after that.
Who knows, maybe the Tsukihime remake will be even better! That's completely possible, right? Right?

It's not an uncommon take that the entire medium peaked with mahoyo, visuals wise. The reason why mahoyo took forever was iirc because of how long it took to make it look the way it does, and Type-moon is in the unique position of simply having the freedom to work on a single mid length VN for years. They dont have that urgent need to make money with it since they have so many alternative income sources. I'm sure tsukihimes unforgivably slow progress is, at least partially, due to this same issue but even worse because of its size. Tsukihime script is 64k lines & 3MB, Mahoyo is 23k lines & 1.24 MB. There's a lot more scenes to give that polish.
of course my pessimist nature tells me the main reason is simply that type moon is completely unenthusiastic about anything not involving servants.
It's been 8 years since Mahoyo, and I don't think anything has come close to the quality of it's visuals, though I would be very happy to be proven wrong. It probably doesn't help that most major VN companies seem to be moving away from the medium.
It might not be a pure VN but it literally uses a VN style for its story segments, so the answer is "from the start of Fuyuki".
As for its quality "as a VN", it's definitely been getting better at least. In LB5 we have cutscenes, internal thoughts, and even narration. Now if only that would have been retroactively applied to the making of earlier chapters...
fgo is not a VN as such: however, it is, among other things, a graduated drip-feed delivery mechanism for a VN of low to middling quality - much as many video games are graduated drip-feed delivery mechanisms for short films ('cutscenes') of low to middling quality. all forms of media are 'containers' for prior forms of media. re: mcluhan
