Arcueid's old skirt is a thing Japanese girls still wear regularly to this day, so I assume it was just as standard in 2001. It was never meant to look outdated. The remake just made switch from standard modern winter fashion to standard modern spring/fall fashion.

So the switch in fashion is deliberate, I take it.

Still harboring feelings for that grandma skirt.

But still, that change in season may affect the story by a slight bit.

Although FSN Heaven's feel route made it look like the story didn't change at all except clothing preferences for the season.

Tsukihime is a Type Moon product, not an Aniplex.exe product. Aniplex.exe is run by a crazy idealist who wants to "save" VNs and teach the world how beautiful VNs are so hes pushing for simultaneous international releases with high quality translations. Whatever his based but also business-wise retarded brand does has nothing to do with tsukihimes chances of getting eng release. Lets not forget that according to people in the VN localization scene the reason FSN doesnt have an eng loc is because the loc offers have been refused due to $$$, not because nobody has been interested in doing it.
