Hey, I don't know about anime world but in real Japan essentially every single person you see with a hair color that isn't black, is getting their hair colored somewhere in some way. The exceptions are really rare, recessive genes and such.

Hair coloring is popular.

Also boy what a pain in the ass it is to color that hair, it took three hours of bleaching my hair to get it to go from black to slightly orange-ish enough to actually color.

I wanted to dye my hair blonde and gel it up like a super saiyan as a kid. My dad got really mad when I told him and made me hold cans of chicken noodle soup for 2 hours with my then even skinnier arms, so I abandoned the thought of ever dyeing my hair because I'm weak and don't like sore arms.
