It's not technically legal, unless you argue really hard that it fits under fair use because the value of a one-off commission or even a set of prints is absurdly low compared to the copyrighted material in the first place; the main reason it's okay is because pretty much no company is actually going to bother to sue or even C&D some random fanartist. The resources that would require make it pointless.
