  You or your spouse must be financially independent.
• 5.Agree to hold only Japanese citizenship
  You would lose your own nationality once you gain Japanese citizenship.
• 6.Respect the Japanese Constitution
  Not involved in political violence against Japanese government.

He may be Chaotic owing to his selfishness, but he remains steadfastly apolitical so he's an ideal upright citizen and respecter of the constitution.

I dunno about the soul eating, but forceful confinement is definitely in there somewhere. Even if you argue Kirei did it, aiding and abetting still counts.
