My theory is that someone noticed all the hero work Saitama's been doing that's gone unannounced (the ones that didn't go to King, at least), and they left the spot open for the guy who beats monsters, on par with King.

I too had this idea.
I think it was the creator of the Hero Association (father of the boy with the giant chin) who heard about Saitama from his son and created the #1 place for the unknown hero.

I think he's talking about base Mob there. One also said that ???% Mob and casual Saitama are equal, but Saitama and Tatsumaki are by no means equal.
