Actually, have any bits and pieces of these things been translated before? I could have sworn stuff like "Touko's runes kind of suck and her real talent is puppets" has been common knowledge for a while.
He must have found scans of the pamphlets from all the KnK movies and is translating them. Now that I said it he is forced to do it.

Apparently the Touko of a long time ago was a bit of a hooligan, doing stuff like stealing motorcycles and blowing them up with runes. And back then she was probably about the same level as Azaka at the time ofFSNderp, Rakkyo obviously. But then since she's a mass produced robot there might be a battle-specialized Super Touko lurking in the ranks somewhere.
