I didn't let the villager dude die; I kept him alive through the whole thing and assumed that was what I was supposed to do to get Severa. It's like this game is begging me to do a second playthrough before I've even finished my first!

Severa has the worst personality out of the second-gen characters so don't worry too much.

Overall, you're pretty much doing the same things as me in my first run. I screwed up the Severa one too on the first run. You have to escort Severa all the way to the villager dude. If her starting stats and skills are high and good enough, she shouldn't need an escort aside from a long range heal now and then.
What I did on that mission was have Sumia galeforce her to way to the boss to murder him right after talking to Severa. that was a mistake.

Of course it's completely possible to set things up in a way that Cordellia kills Severa, which is always fun.

Pretty much all the 2nd gen characters have better growths than their 1st gen counterparts though, so that's not fair! Though if that wasn't the case no one would use 2nd gen characters. Still, if FE characters get progressively stronger each generation, shouldn't Chrom be like 100x stronger than Marth?

It's not fair but it is a point in favor of getting her! Also, the duty of the tactician goes beyond the battlefield, a good tactician must also ensure all the good soldiers marry other good soldiers for the sake of future generations, even if Gaius doesn't like it!
There are only a small few of those, though. And ones who seem to show only a basic personality at first do tend to become more well-rounded in support conversations. In a way that can be taken as a flaw, though; if you just play the main story and nothing else, a lot of the characters can come across as being not very developed when they genuinely are.
