All the so called cutoff means is that you cant get in just by using an extremely powerful weapon anymore, a little common sense will tell you if your candidate qualifies, if you can say "the gun did all the work" and feel like it is justified, then that is when that rule about the gun becoming the hero kicks in. Feats of body or skill might still get one in, it is simply more difficult.

Excellent, Roland is Spin-Approved, I am glad of this. The Oliphant is definitely a very story-friendly NP, given how you end up with a Supercharged Magus Overlimit Soul or something like that.

TBH nope, however, I'm using him for a crossover fanfic that will link into a massively multiplayer crossover fanfic that will completely undermine Nasuverse as a whole, so that's as detached from canon as it can be.
And just to make sure you get the message, the fanfic's weakest Hero will be everyone's favorite old man cynic, most assassins (not all of them) and Shirou's Old Man CG.

Hmm... Tough question, honestly. The end of the 19th century is supposedly the cutoff point for the formation of Heroic Spirits, under the rationale that any truly exceptional feats beyond that point would be attributed to the weapons used. But, Häyhä's feats are impressive despite his arsenal, not because of it; his primary weapon was a Mosin-Nagant bolt-action rifle (commissioned in 1891). You can't really make a case for a weapon that's half a century out of date (Winter War was 1939-1940) being enshrined as "the best weapon of its time," which is supposedly what happens when someone does something incredibly awesome in the 20th century. (How exactly you're supposed to bind a soul to a gun and create a Heroic Spirit that way is something I'm not entirely clear on...) So, yes, Häyhä would make the cut, because he was an exceptional existence who surpassed what was considered 'possible.' He'd make for a great Archer or Assassin, probably with a high ranking in Presence Concealment and Battle Continuation.

You also have to consider that killing a soldier of the Red Army is only worth 1/4th of a normal kill.

Also this. Simo sheets irk me deeply because I can 95+% guarantee someone's picked him off a 'Badass' webpage. Webpages containing the word badass are the source of a great part of the evil in the word today.

Three things
1. Difficult, by definition, means not impossible, the throne of heroes did not just one day decide, sorry guys, even if you have the required fame and number of feats to get in, you're a few years too late, the throne is no longer accepting new applications.
2. I never mentioned stats and was in fact planning to make a not op simo (one totally reliant on the np and skills meaning basically no stats at all)(E's and D's)
3.IIRC there was something that said that the world is guaranteed one hero per generation, so if only one hero is produced in the entire world every thirty years or so, that is a significant raise in difficulty from the previous times that produced many more heroes.
