1. Difficult, by definition, means not impossible, the throne of heroes did not just one day decide, sorry guys, even if you have the required fame and number of feats to get in, you're a few years too late, the throne is no longer accepting new applications.
2. I never mentioned stats and was in fact planning to make a not op simo (one totally reliant on the np and skills meaning basically no stats at all)(E's and D's)
3.IIRC there was something that said that the world is guaranteed one hero per generation, so if only one hero is produced in the entire world every thirty years or so, that is a significant raise in difficulty from the previous times that produced many more heroes.
Not gonna deal with 2&3 because Seika already did but with 1 there's 3 things you forgot. For Nasu difficult does mean impossible except for one small loophole, that loophole being a CG.
The feats are basically impossible for a modern day human. Even Simo will not get in because all of his feats were doable for a trained human. Sure doing all of them is basically impossible for any one man that isn't Simo but its like the reason why UBW isn't TM, while UBW itself cannot be replicated by science all the individual components can be; from replicating swords with only minor errors to levitating them to stabbing them in a hill. So it doesn't matter that he's the only one who could do all the feats as long as all the individual feats can be done by trained/lucky people. No one should be able to do what a hero can do and that's why they're heroes.
Thirdly, yes the throne doesn't go "you're too late, you can't get in" but you've got it inverted. The amount of heroes decreased dramatically after the age of gods and the ones at the cut off date where just squeaking by, its not there was loads of guys till the cutoff and then it reduced.

Considering you have to do something more impressive than saving the world now, I would say chances of anyone getting in without becoming a CG are mighty slim.
I'll just go ahead and say it's a Nanoha/Fate/Tsukihime/KnK crossover with purposefully overpowered main character OC, servant-level Rin, a modern weapon that can give Enuma Elish a run for it's money, Astolfo wank of ridiculous proportions, CG Kiritsugu blowing up Hotel Augusta, Takahiro Sakurai saying "Yes, your majesty", older Illya and Arturia, a dead Aoko defeated by OC in backstory, an spellcaster's association different from the Mages' Association based in the USA, Shirou being a celebrity in said association alongside Norikata and Kiritsugu, modern mass produced Noble Phantasms, Shirou blowing up the Tokyo Tower in the backstory (with the Extra/CCC look) and some Illya/Shirou, along large amounts of "Nanoha goes through humiliation conga" and ends with a wish to end all wishes from the Holy Grail which was captured by the TSAB because of "lollostlogia!". It also stars more servant-level OCs than any other Nasu fic you've seen, Teana and Shirou shipteasing and Ciel owning Jeanne.
You may want to stop reading and take a break now, this is bound to be an even bigger trainwreck than Tony Hawk's Underground 2.
