Almost every powerlevel Q&A re: Arc assumes her standard current (30% power) form.
So yeah, while she's still one of the most powerful characters, especially with planet backup, there's a lot of high tier stuff she would have trouble against or just be unable to fight.
I actually think she probably wouldnt be able to get any planet backups when fighting ORT, since Crystal Valley means for all intents and purposes they are fighting on Mercury.
The weird thing about ORT is there's some line about him being invincible as long as it's on Earth.
So wait, does that mean you can kill ORT if it was in outer space?
I figured its basically like how an Embassy counts like part of the country it's from for the law, even though its in a different country.
I think it was about having no weak points, rather than outright invincible. I mean it's also mentioned that you need to physically destroy it (since it's immune to instant-death) so obviously it's at least theoretically beatable.
I guess it has something to do with Crystal Valley and if you can fight it somewhere other than Earth maybe it won't be able to reshape the battlefield to that?

Ragnarok, come day of wrath
That fallen souls might bear our plea.
To hasten the Divine's return.
O piteous Wanderer.
So Crystal Valley counts as Mercury's embassy even though it is on earth geographically

Was what i meant
I am curious how Jester's victory will lead to ORT's awakening.
He would probably just ask the Grail to put it in a really bad mood.
My gut feeling is that this is more like, "as long as you operate under Earth rules, you can't hurt ORT", i.e. "Earth rules don't allow for the possibility of ORT being hurt", i.e. "something that exists under Earth rules can't possibly have what it takes to hurt ORT".
Which by the way, would mean that guys like Arc would be absolutely fucked against him as long as they act as Earth agents.
So you gotta bring something really alien to the table in order to have a chance to even hurt him (like the way true magic is described?)

If the question is Tsukihime vs Fate, what is the answer.
Except when he can (see the Zelretch sword copy scene.)
Shirou's real main limitation seems to be the same as Shiki; good old brain frying.

Explicitly described as alien.
