I suspect the reason he had +s on all his stats was because his Master used all his Command Seals to buff him.
I reckon it might also have to do with the plethora of NPs.
I don't see Perseus as a good Saber, he is just too weak for it, he does have Harpe but that it's not very special. I think he can qualify as Rider or Assassin, as a Saber he would just be in the servant-of-a-fate/extra-npc-master tier.
As for Jack i don't really know, i don't think a knive count as a short sword but if we consider that "Jack was never discovered so he could be anyone" it's posible to create a version whom use a sword, but that would only work in some fanfic or in the Create-a-Servant thread as we already have the nasuverse canon Jack and the incarnation of "anyone could be Jack".

Saber or Lancer, depending on how you look at it. In Nasuverse, Harpe is apparently a polearm, while in actuality it was a type of sickle-sword.

It's a sword, item descriptions would never lie to me. A short, curved sword on a stick is definitely still a sword.
