I'm not talking about the culprit. I'm talking about the other people who know its identity.

I mean, let's say my proof is a PM, and the Admin team checks the mailbox of the offending account.

They could identify those people "in the know" and hand out punishments.

I think you want to start first with the three points that: checking PMs is an action the team is very hesitant to take; that stopping yourself from reporting because a friend may have been in contact with the offender is neither particularly just nor an effective gamble on the odds; and that this case is remarkable in the length of time that the deception went on, so punishments may have been aggravated because there were so many chances to do the right thing. Were it a matter of a day or so before the admins got a report, I imagine everyone else involved would more-or-less get off scot-free, because it'd be pretty difficult to prove that they'd actually opened the PM without going into mass inbox searches - searches that, again, the team has proved reluctant to make even on a single member.

In fact, let's make this non-hypothetical and look at some precedent, which could well have had a bearing on this case.

Back when Mike first got banned he kept making sock-puppet accounts to PM people or to look at VMs. The first time around, he threw a (whiny, text-walling, Mike-ish) PM to people whom he thought were sympathetic towards him, which included me. (And, yeah, I was less of an arse to him than other people even if he severely overestimated my fondness for him). But he was banned, deserved the ban, and was evading that ban. So I forwarded the PM onto the admins. They also got to know of a few of the others who had received that PM, by way of people looking at the profile of a 0-post member for no reason, and because the PM to me had had four other recipients. None of those people were ever told off in public, so at worst they got a private warning.
