Since it's come up, how does revealing information for complex abilities work when one doesn't have Secrecy? If the ability, such as a Perk, has more than one function, is the whole Perk revealed, or just the function seen? It's somewhat unclear with NPC's, since we can't tell if they have concealing abilities that hide their sheets, but those we have seen don't reveal the full extent of their abilities unless those abilities are actively used. Is this the case for PC's as well?

It is feasible in the culture of their existence. For example, Gilles would be able to (maybe) recognize European stuff, mostly France, some Britain, Italy, etc. Depending on how well-known that Noble Phantasm is. And yes, these Servants could study other cultures and their myths to learn about foreign NPs.
