Biases aside, they could have expanded upon his background. All we got was a tidbit that he was raised by the Scrya clan, and that he's proud to bear the name.
We don't know if this means he was adopted into it and not actually blood-related, whether his birth-parents raised him, or if it was just in the practice of his clan to raise the children as a whole.
His parents could be out and about having some "grand adventure" as archeologists themselves, which is why we never see or hear from them. Or they could've died. Or he was adopted and never knew his birth-parents.
A combination of these is possible, but we may (more than likely) never find out.
Really, of the characters from first season and A's, he's the one that gets the least amount of background. The Wolkenritter we at least know *some* of their past. Can't really think of any character that they didn't expand upon, besides maybe Amy.
Inugami, I know for a fact, has all sorts of theories on this subject, of course, but I'm just throwing these out there with as little bias as possible.
Correct me if I'm wrong on the "least expanded character in the first and A's season", of course, but try to be reasonable, please.
Well, honestly, Yuuno's background was probably never expanded on because overall it wouldn't have had any major impact on the story that was being told in the first season and in A's.
In the first season, all Yuuno is really there for is to kick off the plot with the Lost Logia, to give Nanoha Raising Heart, to train her in magic, and to be someone she can kind of bond with a little bit because he understands being lonely like she was thanks to spending a lot of time on his own as well. None of those things requires a deep look into his backstory or family situation. All we really need to know is he's good with ancient artifacts and he was alone a lot of the time. Otherwise, the main plot of season one is more about Fate.
A's is pretty generally the same situation, from what I remember. All Yuuno really contributes to the story is, again, being very good with Lost Logia and occasionally being a healer when Nanoha gets herself too banged up. Otherwise, the main focus of that season is on the Wolkies and Hayate, as well as the whole conflict with Chrono and Fate coming to terms with her own past.
So that's probably why we never see much on his backstory. He's just not a major enough character to warrant it, since he fulfills all of the requirements the story needs him to just the way he is.

Yuuno should show up in Force as the main villain, who did everything to defeat/destroy the wish granting Lost Logia that he found in Earth? And the evil parts were an accident that everyone on his side hid from him because he has such a good heart and they want him to succeed even if they have to swim in blood?
I can imagine what it'd be like if the roles were reversed and my favorite character were shafted. It must be tough, let me tell you.

So, what have we learned so far in Innocent?
- Suzuka's specialty is Support-type magic. Her device is a clawed gauntlet, "Snow White".
- Levi is hilarious and awesome. She calls Nanoha "Nanyoha".
- Alicia is two years older than the rest of the main girls, despite looking the youngest by far.
- Arisa takes my vote for best character. The setting's number one tsukkomi character; her reactions are a riot, especially to Nanoha and Fate being all NanoFate-ish.
- Best part so far was Nanoha crossing the obstacle course in a straight line, just destroying the buildings in her way while everybody else goes "WTF!?" and RH is all "Nice shortcut, Nanoha!"
