lol at Kuvira and Earth Empire...and what happens to all empire in the end? They all fall. Sure, Kuvira might reign pretty good, but what happens if her descendants are bat shit insane and incompetent ala Caligula and Nero? And announcing the world that they will crush anyone who are in their way and announcing to usurp the throne is idiotic. As if the other nations won't do jack shit about it.
Korra and Toph's interactions were fun at least.
What can they do about it?
Earth is literally like five times the size of the next largest nation and under her has a united technologically advanced army and united national railsystem.
It'd be like if the US told the rest of the world "fuck you guys" and there was no china or russia.

I'm guessing that what will require Korra to step in and fix things is the experiments that are going on really. It seems like the sort of thing that will have really bad consequences for spirits or the like.
I'm just more amused of that sentiment coming from someone with a Cao Cao avatar.
The moment Kuvira did that metalbending stunt on the bandits, I knew that I wanted Korra to say "Sic semper tyrannis" to her when she (eventually) goes down.
Kuvira needs to turn that stupid trope on its head by turning it into a different form of government and then resigning after the earth empire's position is unassailable via cinncinatus style or else this shit is shit.
