I think that translation might have just messed up the phrasing, because it would make more sense if it said that he could project things without penalty inside his Reality Marble.

It means he can use it twice in a row without a Master and still have enough left in the tank to pop up at the end and nobody gets to complain about it.
It probably just means the world attempting to crush the reality marble or something? And Archer doesn't have penalty because he's usually using his RM internally like Nrvnqsr.
