    In super late honor of 100 updates

    Dawn of Day 0

    There were some who would say that Ayame Jinguuji was married to her work. An exorcist at heart, the wounds that had left the woman crippled and in a wheelchair had been wounds sustained in the line of duty, and despite the fact that she had already done enough for the Agency to easily live the rest of her life off the benefits of it alone, she had only taken a few years off from the business, before jumping back in to continue work behind the scenes, monitoring the state of the city's affairs as the Minister of Defense. She was the first person into the office, and along with her assistant, she was always the last person to leave the office when night fell.

    A person of great political strength, who, despite her crippled body, was easily still one of the most intimidating exorcists in the city. Her strength lay not in herself, but the people under her, trained men and women, survivors of the Kyuubi incident and new recruits alike, who, at a single command from her, would march to take out whoever or whatever dared to threaten the peace of the capital in the shadow-like name of the PDCH.

    This woman, a single person who held this terrifying amount of power...

    Was being kept waiting by an old acquaintance of hers.

    Or more specifically...

    The files he was supposed to have sent over by now.

    "...Milady," the sound of a door opening announcing her arrival, Ayame's personal assistant, Kiri Nikaidou, bows once before stepping further into the office, a stack of files, held together in crisp manilla folders, clenched in her graceful hands, "The relevant files have arrived. Lord Mikado sends his regards."

    "Does he?" Chuckling to herself, the older woman shifts in her seat, "Using foot messengers in an age with instant communication through the internet? That's old fashioned, even for our standards... Ah well, let's see what was so important he couldn't send it by traditional methods."


    "They appear to be files relevant to the inheritance cases," her voice quiet and calm, Kiri speaks with the stoic strength of a bodyguard, "There's apparently been a large movement in the ESPer community. For one reason or another, the majority of them appear to be returning to the city at the same time.

    Great.

    One interesting event after another.

    "Is that so...?" casually working her way through the papers in front of her, papers filled with vital statistics on those registered as ESPers originating from Tokyo, their real names, incidents they had been involved in, physical appearance, remaining family...

    And even some personal evaluations written by Lord Mikado, current Minister of Environment, as well as the head of the 'dissolved' SDCD...

    Ran
    -Koga Ran, Exorcist of Restraint-

    Mikado: A talented young woman who, as of the writing of this report, is actually within the employ of my agency, much as her parents were before the Kyuubi incident. Does not utilize any sort of advanced exorcist arts or weapons, and even the use of her ESP is something we have only rarely been able to observe. She seems entirely focused on simply using her own body as a tool with which to combat the supernatural, and seems to refine all of her abilities towards that end without fail... As a sort of distant family friend, I cannot say that I am completely unworried about her future in this business because of these actions, however, I do not believe anything I could say to her is liable to change her mind on the matter, and with the nature of her ESP, her disuse of it is rather understandable...

    But I digress.

    When she does utilize her ESP, the damage to the area around her, both people and things, is rather considerable. Attempting to subdue her through use of close range tactics during this time becomes incredibly difficult, if not outright impossible for anyone other than another ESPer, or those exorcists that exist on the tier of the Four Devas. Recommended tactics are the use of projectile weaponry from a hidden position; wear her down, and continue to retreat as necessary.

    Keeps to herself for the most part, and in a way is an ideal exorcist because of that attitude. Perhaps a tad too reckless for her own good, in the end, she is definitely still on the side of humans; I doubt very much that she will trouble the people of the city in any real way.



    Suzume
    -Suzume Oshino, Wielder of the Silent Bell-

    Mikado: Perhaps the most odd ESPer of the registered bunch, not in the sense that her powers are something unreachable, but rather because she has attached herself to a Spirit Beast, specifically, an unregistered Ga Rei that has taken the form of a Nekomata. From what we have been able to glean from her records, neither of the girl's parents were spiritually notable in any way. They are not descended from any ancient exorcist line, nor are they friends with any sort of family of that nature, however, in one way or another, it seems the girl managed to get her hands on some sort of possessed artifact, which we believe to be the bell she carries, although this is not confirmed to be the case.

    As the use of Spirit Beasts is an exorcist art, albeit a forbidden one, it is unclear how she was able to tie her soul with that of the Nekomata. In addition, despite the fact that most humans who make such a contract with a Spirit Beast die at a young age due to the stress on their soul, the girl appears to have suffered no real decrease in her health despite the length of her bond with the Ga Rei, which leads us to believe ESPers can handle such contracts without suffering from the more drastic long term effects of the bond, although do note, in case it becomes relevant, attacks that target the beast will still reflect back on the girl as well, and being a spirit, it is the less durable target.

    While her own personal abilities are somewhat weaker than the usual ESPer, her use of the Spirit Beast has a skill on par with that of a practiced exorcist, and the beast itself appears to be of a high class, possessing not only brute physical strength, but some sort of odd utility ability we have not yet been able to identify. Appears interested in exorcism work, and is almost always seen with fellow ESPer, as well as apparent childhood friend, Saki Ryuumonbochi.

    If her work continues to be passable, recruiting may be a good option for the PDCH.

    You and I both know our man power is rather lacking.




    Saki
    -Saki Ryuumonbochi, Revenant Flame-

    Mikado: One of the more troublesome ESPers to register and observe, simply because of her deep ties to the Ryuumonbochi Syndicate. The group as a whole seems to be working with a certain smuggling organization from overseas, and our ability to observe the family within their own home is limited due to some rather interesting foreign wards on the complex. However, as the status of all known ESPers is a matter of great importance to the Capital, we have been authorized to take whatever steps necessary to learn what we can of the girl's nature and history. Rather eccentric, like her father, the young Ryuumonbochi has perhaps, drifted the furthest from her status as a human. Her Spirit Power seems to burn away at the spiritual strength of others, just like the draining abilities of lower forms of youkai, and unlike other ESPers, who seem to hone both their body and mind in order to balance out their skillset, this girl appears to rely almost entirely on her ESP ability, which seems to be a form of pyrokinesis.

    Despite her status as a Yakuza princess, seems content to follow the orders of her childhood friend Oshino Suzume, a loyalty which puts the extent of their relationship into mystery. Regardless of what it is, the two are most often seen together, and any exorcism work done by either is always done alongside the other, cementing the fact that they are, at the very least, partners of some sort. However, unlike Oshino, it seems Ryuumonbochi has little to no interest in working with any sort of government agency, however, she is, without a doubt, drawn to supernatural incidents.

    Has an odd sort of personality, and doesn't appear to be well liked amongst her classmates.

    Probably will not become a threat, but should be watched over regardless; her family, as stated earlier, is suspected of having ties to that place.




    William
    -William Levilius, Dawn Walker-

    Mikado: Perhaps the hardest ESPer to keep track of over the years. Seems to have been to every country you could think of at one point or another, and even his sudden planned trip to Tokyo cannot be called something out of the ordinary when compared with his past actions. However, his teacher is someone with ties to the Agency, and as such, his growth and development are somewhat known to us, although this information is both relieving and worrying when it comes to this boy, as there was an apparent hostile streak in his past. Like most other ESPers, does not utilize complicated exorcist arts or weapons, but rather, attempts to reason with the spirits he comes across, instead of simply cutting his way through them with use of his ESP. While this is admirable, there are times, as well as certain situations, in which attempting to talk a vengeful spirit down could lead to potential damage being inflicted to civilians, and whether or not he is able to distinguish between these situations and others is something that is questionable to the Agency as a whole.

    Nevertheless, he appears to consistently protect the people around him no matter where he is, and seems to have a sort of hero complex, putting himself in harms way in order to aid even complete strangers. A good hearted young man, in essence.

    According to his parents, is searching for his brother "Gabriel." Research into "Gabriel," is slow, and there are no exorcists or ESPers inside of our databases that bear that name, but while the possibility that he survived the Kyuubi incident is admittedly slim, it is by no means impossible.




    Sayara
    -Fushigi Sayara, Soul Torn-

    Mikado:
    A girl who originally would have been listed as one of our natural enemies because of her parents, but one that ultimately seems to have become an exorcist-type spirit user instead of a user of that art. Possesses a high quality Spirit Armament, albeit, not one that seems to have truly awakened as anything phantasm like yet, and while we have yet to determine what it is, she seems to possess an ESP with a large variety of potential applications in the field. She has perhaps, a bit too much fun in the act of exorcising vengeful spirits, and seems to have a sort of gleeful violent streak inside of her when it comes to confronting vengeful spirits.

    However, at the same time, she does seem to have the best interests of the people in the city at heart, and a large chunk of her battles took place only because she was protecting someone; so her actions seem to be more akin to that of a knight who happens to enjoy her work than anything else. And with her father, a notable western style exorcist, as well as a friend of mine, being who he is, the odds of her ever turning against the city are incredibly low.

    However, there are some concerns with how she would react to a Sesshoseki, but due to the rarity of those stones, it likely won't become an issue.



    Tomoya
    -Watanabe Tomoya, Inheritor of Destruction-

    Mikado:
    I will be blunt here, out of all the registered ESPers that exist in our database, this young man's case is the most worrying because of what could potentially go wrong with him if he continues to grow. While at first we thought his ability was a form of super strength, it seems that he actually appears to wield a weaker variation of the power used by the Kyuubi, which, in essence, is destruction of both spiritual and living things, delivered, thankfully, only through physical touch. While it does not completely break down the existence of the things it touches, as the Kyuubi did, it breaks through both spiritual guards and enchanted armor alike, leaving reduction of damage up to the physical skill of the target in question alone.

    In spite of this very Kyuubi-like power however, he seems to be a very laid-back individual, owning a rather popular bar he built with his own hands. Doesn't seem to tolerate those that threaten people or things under his protection, and has another ESPer, Jacques Dussault, under his direct employ as a waiter. While he originally lived here, he went abroad to seek his fortune, and apparently found some form of success overseas, however, he later returned to this city because of the death of his father, but the fact that he chose to stay afterwards, when looked at alongside certain, unavoidable events in the future, does imply that some sort of outer source is calling ESPers back to Tokyo.

    Does not seem to be the sort of person to hurt anyone, but his power is the sort that should be monitored regardless.




    Mashiro
    -Amamiya Mashiro, Tokyo Haze-
    Power: E (Lacking) | Adaptability: B (Elite) | Persistence: B (Elite) | Popularity: E (Lacking) | Notoriety: E (Lacking) | Kuroi: B (Elite) | Shiroi: D (Average)

    Mikado: To be honest, as one of the more unique ESPer cases, I feel sorry for this young man. In addition to the usual benefits of the ESPer transformation, it seems that the Kyuubi's power damaged his ability to retain memories in the long term. We have contacted him many times in an attempt to repair this defect, however, none of the treatments were effective, and each time we met with him he seemed convinced that it was the first time such a thing had happened in his life.

    Appears to retain one certain memory in particular, a memory that is apparently strong enough to drive the rest of his actions in spite of the loss of the rest of his memory, and his ESP is perhaps, rather fitting for someone with his condition. Does not seem particularly concerned with fighting fair, and can be surprisingly brutal to spirits at times, although his general attitude towards people isn't much different from that of a normal persons.

    Most likely not a threat to the stability of the city.




    Jacques
    -Jacques Dussault, Living Shadow-

    Mikado: Another foreigner who just so happened to not only be in Tokyo at the time of the Kyuubi incident, but to gain power in the incident, and later return to the city at about the same time as the sudden spike in spiritual activity. Works with fellow ESPer, Watanabe Tomoya, and like his employer, seems to be a rather relaxed guy, albeit one who slacks off far more than he should while on the job. Like spirits, his powers seem to increase at night, although whether this is a spiritual boost, or simply the result of his ESP being what it is, has not been confirmed in either capacity.

    Seems to be fond of a certain cafe that he visits every day, presumably to see one of the waitresses, he also roams the streets at night as a sort of vigilante figure against wandering vengeful spirits. For one reason or another, it doesn't seem like he does this alongside Watanabe, but rather, does this by himself as if he has something to prove, or perhaps, as a form of personal training. Whatever the reason for his wanderings, he has no known assaults on any people, and his actions have led to a slow decrease in spirit related incidents in the area near his apartment.

    Because of this, it seems that he is at least casually benevolent.


    King
    -King, Golden Sovereign-

    Mikado:
    An ambitious one. While he has spoken to us without fear, he refused to give us a name to call him by other than "King," and while we are sure we'll be able to hunt down his identity eventually, as of the moment, his actual identity is something of a blank for us. Has ties to quite a few of the more notable ESPers based in Tokyo, many of whom seem to regard him as a sort of leader and was responsible for the destruction of the rampaging ESPer 'Kirin.' As such, his profile is a mix of positives and negatives, on one hand, he seems to take actions to protect the city, but on the other hand, those actions often hold an undertone of violence, and consistently gathering so many powerful people around himself, as he seems to do, is definitely a form of suspicious activity.

    While we originally thought his ESP was an enhanced form of telekinesis, if our theory about it's true form is correct, than his ESP makes him a difficult to handle opponent on pretty much all terrain, and as such, it is recommended that only ESPers, or exorcists on the level of the Four Devas, be sent to interact with him in any sort of combat related capacity.

    Freelance Exorcists, as well as other, non-affiliated ESPers seem more or less split on his presence in the underworld, for all the ones that like him, there seem to be others that scoff at the idea of anyone even attempting to become a "King." Nevertheless, he has high aspirations, and is someone that may become a problem in the future because of them.




    Mika
    -Mikagura Mika, Future Eye-

    Mikado: One of the few ESPers who seem to want absolutely nothing to do with the supernatural world, which is a sort of attitude that I suppose I can envy, Mikagura is not the sort of person we''ll probably ever have to worry about in the future. Not very talented in a combat sense, she is, however, naturally suited for scouting roles, being superb at both navigating and surviving within haunted areas, and being able to adjust to practically every situation, regardless of whether it's supernatural in nature or not. This natural talent for survival seems to have existed before she was an ESPer, and her ESP ability seems to simply augment it, rather than being the sole source of it, which, again, makes her well suited for escaping most situations under her own power.

    From observing her in combat with wraiths a few times, it seems that she would perhaps be more powerful spiritually if given access to higher-tier equipment, however, as things stand, she has shown no real interest in either the SDCD or the PDCH, content in her life as a champion of some sort of popular children's card game. She's well known in the day lit world for this existence as a champion, but her name in the world beneath the moon is close to nonexistent, and with her personality that doesn't seem liable to change any time soon.

    Mikado: A girl you now know as Agent Cross of the PDCH. An exorcist with my organization for six years, as well as a childhood friend of fallen exorcist Tsukino Aya, her abilities as an exorcist are much higher than that of a normal ESPer, and it seems that, like Koga, she relies more on "human," abilities and weapons than she does her ESP abilities, to the point where I would call her a "Weapon Master." Of course, the exact nature of her ESP has yet to be determined, and because of her intimate relationship with Aya the last notable heir of the Tsukino line, as well as her guardianship of Tsukino Maiya, the family steps in on her behalf whenever an investigation into her person is ordered by the SDCD. Nevertheless, other than her unfortunate but understandable sympathy for a certain vengeful spirit eight years ago, she is close to an ideal exorcist, acting to keep the levels of spirit activity in her area low regardless of enemy strength, being somehow capable of dealing with even A-rank manifestations on her own.

    Is relatively popular with the remains of her old comrades, as well as a notable amount of new ESPers, and runs a rather (unpopular) coffee shop on the outskirts of Aoyama. Has a disturbing affinity with a large amount of weapon types, which is thought to somehow be an application of her ESP. In addition, she easily removes tracking devices and hidden cameras whenever they are placed, and in general seems far too aware of things that she has no physically way of knowing about. Is the wielder of the Spirit Revolver Hakkero, which, unlike Liane herself, seems capable of large-scale spiritual destruction.

    Was on the side of the Agency during the Kyuubi incident, and doesn't seem to have changed her mind about anything since then, so she is most likely still a person with the safety of the Capital's people in mind. However, Aya's revenant appears to be attempting to contact her, and their bond could lead to serious trouble in the worst case...

    Keep an eye on her.




    Kensuke
    -Nimura Kensuke, Exorcist of Revolution-

    Mikado: One of the heroes of eight years ago, and the partner of Tsuchimiya Kagura, whose current whereabouts are unknown, despite the fact we have reason to believe that she is still alive. As far as we can tell, is not actually an ESPer, however he possesses the impossible ability to absorb foreign miasma without negative effect, and purify and convert the dark thoughts and feelings into spirit power for himself.

    In essence, bearing others burdens, cleansing them of the manifestation of their burden, and somehow turning the results into his own power.

    Is highly protective of Isoyama Izumi, despite the fact that they don't appear to get along in public, and has been acting as her bodyguard for the past two years. Additionally, appears to spend the majority of his free time searching for his lost partner, however, as of this writing, he appears to have been completely unsuccessful.

    "Well," holding up a clipboard, Kiri, as business like as usual, looks over her notes with a trained eye, "It seems the Imperial Regalia have gone missing, and an odd tree has appeared in the center of town..."

    Ah...

    Even if the author is silenced, the performance is stilled and the actors leave the stage, the story will never truly end.

    Regardless of the form it takes, as long as there are memories of it's existence, the story will continue on.
