Dozenagent took the reins until a 1.0 release was produced (which still had lots of translation issues due to the nature of the project, but was actually readable), then vanished from the face of the earth.
The patch is still under active development (?), they're trying to make it full voiced by manually recording/splitting the voice lines of the Vita version (aka Project Literally Insane).
