I joined two years too late...
Snow tried to organize a new banner contest effort at one point and it fell through for some reason.
New banners would be good but I find the more sincere, older internet aspect of some of those in rotation charming.

It's... a banner contest. It requires submissions. From people. If there aren't any submissions from a fair mass of people then nothing happens. You can't pin it on one person, this isn't an "idea guy" thing it's a community event.

There was a thread that was actually in or moved to Help & Support... And people did do some things for it. However, apparently there was some predictable drama about some of the Old Guard being very adamant about not wanting GO-based banners on the forum so there was a dwindling of interest or engagement. As Five said, it's impossible to hold a contest when people don't participate. And it's hard to participate when there is pressure against the creative liberties that people might taken given the present state of a franchise based on people who may or may not have been willing or able to participate themselves.

Addendum: There could still be new banner submissions and so on, but you'd have to not have arbitrary and invisible restrictions. If there are restrictions of protests, they need to be made public.

There were no invisible restrictions, there was only a discussion and people saying their piece. The contest never got off the ground because there wasn't an official call for submissions with specific parametres in the first place.
