For the Kiritsugu/Kayneth fight, they used it the entirety of the time Kiritsugu used Time Alter.
For the Kiritsugu/Kirei fight, they used it initially like they did in the Kiritsugu/Kayneth fight, then switched to using it whenever Kiritsugu went to a higher speed of Time Alter.
They also used bullet time for actual bullets. All times Kerry fires the Contender it slowmo'd.

Did you just dis Die Hard, 300, Watch Men, Sherlock Holmes, and the LOTR movies, all in one post? All of them are amazing movies, and you refer to them as "not exactly shining examples of cinematic experience"? For shame! :-/ Also, bullet time is awesome anyway. 300 and Sherlock Holmes in particular did it really well (agreeing with you on Sherlock Homes in that regard).
