He's good as a villain, and they're good together in the sense they are fun to watch. The two have very different ideas of how to Grail War, but there's not nearly as much drama as Saber-Shirou or Kayneth-Lancer. It's an understated tension that allows them to be foils without becoming quite as grating.

A bit like Ryunnosuke minus the occasional kindness and 10000X times more douchebaggery.
He is fun on screen, but he is a terrible person.

And yes, Zouken and Assassin are fun together.
Especially when Assassin is getting thrown around like a ragdoll by rider.
