Earliest I presume would be after UBW finish airing. If the 2nd PV's scenes that did not match up with UBW are any indication, they already have some scenes out. Maybe they have two different teams working on each project?

Well, the little rework to it in anime is possible and welcomed. The problem is that even in 2,5 hours HF movie all fights will be rushed. And that will ruin a lot.
