I'm not implying that Waver is bad, but he's not nearly as useful as any of the other 5* Servants for Prologue and Orleans, and since that's most of the content we currently have, that should be something important to consider.
That's correct, I forgot about that. I believe it's Prologue = Alter, Orleans = Caster Gilles, Rome = Nero.
Honestly, any 4* Servant is good to have, though not all Servants are equal in terms of their NP and skillset.
As for the more common Servants, I'd say the following are the most valuable:
1* = Kojiro, Arash
2* = Hassan, Leonidas
3* = Anything not Saber Gilles and Boudica
