tl;dr is that Bradamante is more a better pre-interlude Karna than she is a better Parvati or Valkyrie.

Even with someone else's Skadi + your own Waver, Parvati allows for more flexibility than Bradamante.
Until you take into consideration CE options, then Parvati is generally better for Wave 3 damage at equal NP levels.* Brad is stronger

Her 2nd is that strong? I'd assume that Brad's superior attack would close any gaps, even if you gave her lv. 100 Golden Sumo to Parvati's lv. 100 Holy Night Supper.
At Lv. 10, she has the same amount of Quick boost as Brad in her first skill (with the added bonus of NP gain), and her second skill adds a one turn 50% Attack boost (which Brad lacks). Also Goddess Core, but I don't think that's relevant enough.
The link I posted goes into enough detail as to why Parvati is stronger than Bradamante if planning to do 2-3 NPs. If you're only doing a single NP and have the luxury to finish it turn 1, Bradamante is only slightly stronger than Parvati at equal NP levels, though she has the potential to be decently stronger if you're abusing Overchage gained by a NP chain.

Edit: In short, Bradamante lacks the multiple turn strong NP potential of Parvati because Bradamante is limited by CE options due to her godawful NP refund potential. You can get around this to some extent with Arash clearing the first wave, but all this really does is let Bradamante use a regular Kaleidoscope to do 2 NPs while Parvati can use Golden Sumo or Holy Night Supper. If you're going to go super crazy and have double Skadi and a Waver so that Bradamante can use GS or HNS for 2 NPs, Parvati can just use BG for 2 NPs in the same setup.

Edit: Boo, Wu got my hopes up. SQs got me 31 quartz so I did a tenroll for Hokusai but instead it's just another rare prism.
