See, that's what I assume too, but for me that's just counterproductive.
If I got the quartz off the bat, I'd reroll until I got a good one, then stop.
Since I don't, I'm having to make a slew of accounts and bind them all. I'll probably make more than needed, so let's say I make fifteen accounts, but on the fifth one I get a roll I'm satisfied with. If I got the quartz off the bat, I'd have stopped there. Since I didn't though, I ended up making ten extra accounts.
I still remember the days when the battle list was completely filled with level 1 mynames, good times.

The quartz will probably be tomorrow, they have to figure out which one is a new iOS account and which one is a transfer account.
