Hokusai is very damn popular, what'cha talking about.
Not as popular as Okita or Eresh or Melt or Musashi or any of another handful of candidates people put forward for summer welfare before this. But then I'm mostly going by how much fanart/comics I see of each, I haven't made a popularity poll or anything.
Maybe I should've clarified I meant "popular enough" but imo that sounds even worse.

Oui at 1.1k
Meltryllis and Ereshkigal both at 1.3k, strangely enough
and Okita at a whopping 3.1k, not counting another ~1k of her Alter.
