Idk about without the power boost, but I've currently been looping him with MLB Zelretch, Paracelsus, support Skadi & Waver. His first skill helps a lot with his NP charge.
He's pretty flexible as a looper. Works with a lot of CE/Servant/MC combinations, so no, double Skadi is not required. His main problem, however, is damage and not bringing double Skadi only worsens the problem. In the event it's much less of an issue for obvious reasons.
So, how do you clear that quest fighting Robin Hood who deals card?

I brought Parvati and she killed him easy. I don't know what his gimmick is, since Karna and Voyager didn't damage to him but Parvati had no such problem.
Hmmm. I guess it's more viable to stick to my 3-turns setup than.
