This doesn't hurt Skadi in any shape or form considering there are now only 3 Servants that can do 50% NP for someone else.

If anything, this is huge for those challenge quests where you're not allowed to bring multiples of a Servant, cause now any 50% self-charging Servant can NP 3 times without relying on refund in those cases.

amazing budget farming options provided you dont mind making a bunch of teams and have servants to do so

this is class counter ofc, so summer bb is out of the question
oh and i guess ishtar does 110 instead of 130 because no s3 on wave 2
this also does not factor in CE stat bonus, only 2k attack, so there is another 10k on top or something around that

So, basically, Reines pros: targeted invul and slightly higher attack
Waver pros: stronger AOE NP splash and far better burst potential due to skill #1

Is that basically the tl;dr?

Waver: 50% crit and 20% for all when you need an np chain
Reines: 10% more attack, class advantage nullification, 10/20/20 combo potentially allows you to REALLY measure out your np charges

oh space ishtar isnt here i guess because i only have quick and arts entries for her
it does not really matter, since she cannot counter class - cheap np strats only work with class advantage in mind, pics included
I'm not sure why lancer artoria isnt here, probably because i did update her np charge entry

holmes buff is a nothing burger
i struggle to find him use outside of lb kaleido np for a CS-Buster strat
and since arts SUCKS for damage already bringing holmes in is just not viable

They could've at least expanded the NP seal to also be AoE. Or made the Arts Down ST but stronger.
