See I don't think she's Proto Merlin because aside from the staff her design doesn't feel like Merlin's at all, not even the hair color.

A new feel sure but Proto Arthur, Cu, and Gil are all recognizably different versions of the FSN characters. I don't see it at all with this girl and Merlin.

Little theory, what if these three are all Morgan, her personalities split into Alter Egos?
My thoughts for the others were all mentioned already, except maybe throw Logistilla and Melissa (from Charles' paladins stories) as candidates for the girl with Merlin's staff:

Melissa is a fictional good sorceress in the Matter of France. She is said to have been an apprentice of Merlin and guards his tomb, though she does not appear in older stories about him.

In Orlando Furioso, she is instrumental in the love affair of Ruggiero and Bradamante, whom she is determined will one day marry. Whenever their relationship is threatened, she brings them back together. Melissa conjures Ruggiero and Bradamante's descendants and foretells their futures. When Ruggiero has fallen victim to the enchantments of Alcina, she comes to his rescue by restoring his memory of his love for Bradamante, and releasing him from the spell which held him captive on Alcina's Isle. Later, Ruggiero loses a combat to determine who shall win the hand of Bradamante; despondent, he goes into the woods to starve himself to death. Unless the world literally ends or the MCs die, I don't see how this is possible. Part 1's ending was literally a solid, if not perfect ending (in terms of a feeling of finality). The only reason it felt "cheap" was because they immediately went on to advertise EoR and Part 2.

Nasu previously likened the intended ending of part 2 to Undertale, so it's the kind of ending where the player/MC is discouraged or outright prohibited from touching anything. Maybe a delete your account sorta ending.

Also, shouldn't the girl with Merlin's staff be Nimue?

The second Lady of the Lake is sometimes referred to by her title and sometimes referred to by name. Nimue, whom Malory describes as the "chief Lady of the Lake", plays a pivotal role in the Arthurian court throughout his story.The first time the character named Nimue appears is at the wedding of Arthur and Guinevere. She then proceeds to perform some of the same actions as the Lady of the Lake of his sources but is different in some ways. For instance, in the Post-Vulgate Suite du Merlin, Malory's source for the earlier parts of Le Morte d'Arthur, the Lady of the Lake traps Merlin in a tomb, which results in his death. She does this out of cruelty and a hatred of Merlin.
In Le Morte d'Arthur, on the other hand, Nimue is still the one to trap Merlin, but Malory gives her a sympathetic reason: Merlin falls in love with her and will not leave her alone; Malory gives no indication that Nimue loves him back. Eventually, since she cannot get rid of him otherwise, she decides to trap him under rock and makes sure he cannot escape. She is tired of his sexual advances, and afraid of his power as "a devil's son", so she does not have much of a choice but to ultimately get rid of him.

Malory names Nimue as one of the magical queens who then arrive with Morgan to bear the mortally wounded Arthur away to Avalon.

I think Fate has it as Nimue being in France and the one who raised Lancelot, while Vivian is "the" Lady of the Lake who dealt with Artoria and Merlin. At the very least Summer Artoria's NP is Excalibur Vivian, not Excalibur Nimue.
