Possible, but I wouldn't count on him as the event protagonist because he's a 2* and therefore can't be the rate-up Servant.
The event's subtitle is "The town of wishes and the sculptures of love". Putting Akihabara and "sculptures of love" together, it's easy to see that the event will be about waifu figures, making Blackbeard, Melt, and Medea our main suspects (discounting the unlikely possibility of it being someone new). But again, Teach and Medea are too low rarity to go as rate-up Servants, so my bet for this event is Melt. Maybe as λ because the other two tower event protagonists were also 4*.
Eli Eli will be the main star because of that one line in Requiem about how there are 5 Eli Eli in Akihabara that have made an idol singing group.
She's too busy gathering Halloween Power for October.

I expect them to eventually rectify this, as so many characters have gained new lines with time. Maybe whenever Muramasa is relevant to the story again.
I figure because Chaldea Muramasa is a different character from the Alien God's Muramasa
Yeah, he's not even an Alter-Ego like Douman. He's not a piece of shit like his giant clown friend, so if he had any Lostbelt memories, he'd have already shared all of his info with Chaldea.

Being low star doesn't necessarily mean that he can't be the main character. Plus Blackbeard is in Arcade, so they can easily reuse stuff from it like his NP animation, making it a bit easier for them to upgrade him for this chapter.
