With a right setup, he can actually force a 90% Quick Resist Down on a target for one turn. That's actually more than what most Servants can do alone, especially when it also ends up meaning taking 90% less damage from a potential Quick NP. Not to mention the damage boost he gets from it on Turn 3.
Yes, effort is involved. Yes, stacking Atk Down and/or Def Up would be way easier and effective for damage reduction. No, it doesn't change how impressive his "high end" potential can be now.

On average you can get 3-4 stacks at a time if you prioritize his cards, unless you use Summer BB (not recommended) or go solo (needs grailing due to low stats for being a 1*). Which isn't bad at all honestly, for a 1* it's quite impressive. I honestly think he's better than Jing Ke at this point if both are at the same level, as Jing Ke doesn't offer that mich taking into account how little survivability she has.
That said, when you look at Mata Hari and her Espionage skill, or Charlotte and her lack of damage in her NP compared to Kojiro, this is some weird priority when the past two upgrades have been given to Servants that desperately needed them.

Vlad didn't desperately need a buff since he was generally better than Galatea anyway since her battery is weaker and tied to her main damage buff. Nightingale I'd say needs more despite the 2 she's gotten since Merlin long since made her irrelevant for buffing purposes, otherwise Cu Alter given how old he is and not having a buff, though in still mad about how meh Kintoki's buff ended up being.
