About Achilles' NP new terror effect is possibly a reference to it's name, which roughly translates to Troy's tragedy.
Boy if the Atlantis quests are boring. They didn't even pick the Poseidon & Chiron fight, which is probably the only interesting one IIRC, and I don't understand why. Would have been better than the slugfest I had to go through with Charlotte's quest urgh...

To be fair, Atlantis had like no memorable fights since the big villains of the arc were either rehashes, straight up not developed yet (Odysseus), or just a warm-up (Wodime).

Maybe because Achilles is going so fast in his NP that all you see is a blur than register as a carrot to the eyes. I imagine a carrot crushing you would instill terror or confusion, via Attack of the Killer Tomatos energy.
Maybe it's weaponized Achilles Paradox
