Huyuan Zhuo's whips are specifically bians, the same type as Taigong's God-Striking Whip. (side eyes how Assassin's weapons are designed almost identically to FGO's version of the God-Striking Whip)

There are few women in the 108, but these are not.
Yes most ppl I talked to seem to lean towards Huyuan cuz that is the most obvious and safest bet base on the weapons. However Huyuan character doesn't fit the Assassin type that much (tho tbf he does have an episode of espionage and assassination) unless there is fusion shenanigans again like with Yan Qing, which knowing TM recently I would be more surprised no fusion shenanigans present tbh. The reason Li Kui is more fitting is also not because of the Killer Star and the Heaven Black Wind title, but also that Li Kui is the bromance rival with Yan Qing. They fight in combat together, they train together, wrestle each other, be the brain and the brawl of each other. So Li Kui can bounce off Yan Qing existing presence and be the yaoi fangirl attraction (if the servant is male). If the servant is female then that would also be juicy. So if TM going to choose a friend of Yan Qing who would bounce off him the best it would be Li Kui. Otherwise Huyuan is the most obvious choice given then weapons.

Yan Qing's summer story says she has a personal grudge against Yan Qing. Does that bring any new candidates to mind?

That sounds even more like Li Kui tbh, since Li Kui is more of a gorilla type that usually has to be backed by Yan Qing's more high IQ approach. In a team fight it's usually Li Kui going ora ora ora with the axes and Yan Qing covering the other sides. They also have a rivalry in wrestling because Yan Qing was one of the only 2 of the 108 who could outmatch Li Kui in that. They also separate at the end of the story due to differences in political views. Li Kui went on to be poisoned and died like a lot of other of the 108, while Yan Qing realized what will happen if he followed Li Kui and rejected the offer.
Ones who might have a grudge with Li Kui would be Gao Qiu whos generally one of the main antagonists, and other minor antagonists. So pretty much the only member of the 108 who has quite an iconic history and chemisty with Yan Qing is Li Kui.

Tho tbh it's TM so they can mix and mash. At this point I fully expect fusion servants everywhere, especially with Moriarty shenanigans in Shinjuku.
